Aid money could go to defence - David Cameron

The government is to consider spending money from the UK's £10bn aid budget on peacekeeping and other defence-related projects, David Cameron has said.

Such a move could see funds diverted from the Department for International Development to the Ministry of Defence.

The PM, who has been urged to cut aid spending by some Tories, said security and stability were often needed before development could take place.

Downing St said the plan would comply with international aid spending rules.
Fragile states

Mr Cameron has said he intends to protect all £10bn of Britain's aid budget, promising to spend 0.7% of national income on development.

But, speaking to reporters on his return journey from India, the prime minister said he was very open to the idea of the Department for International Development sharing more of its money with the Ministry of Defence.

Officials said hundreds of millions of pounds could be diverted from aid to peacekeeping and stabilisation operations, particularly in fragile states.

The money would not be used for combat missions or equipment.

BBC deputy political editor James Landale was travelling with the prime minister when he made his comments.
Project decisions
Our correspondent said this shift in priorities would go down well with Conservative MPs and voters who think it was wrong to increase aid while cutting defence.

The question now is what aid projects would be cut to pay for more security operations, he added.

Mr Cameron was returning from leading a British delegation on a three-day trade visit to India.

He became the first serving UK prime minister to pay his respects at the scene of the 1919 Jallianwala Bagh massacre in Amritsar, when British troops opened fire on a public demonstration.

Mr Cameron also held talks with his Indian counterpart Manmohan Singh.

Call me a cynic but...Net Additional Military Costs for Military Operations (NACMO) is funded directly from treasury and not the MoD budget (in theory at least) . So future peace-keeping type operations will be taken out of this reclaimed overseas aid budget rather than central funds. The benefit to the MoD being nil. The benefit for the govt, is that it still achieves it’s headline commitment to overseas aid while not having to fund NACMO out of the central pot.

This good news story looks like the result of a figure being moved from one column to another in a spreadsheet and a hefty dollop of spin.

That is a reeeeealllyyy desperate measure displaying the true under-budgeting of MOD resources to the whole world!

This desperate act is akin to diverting NHS funds for injured soldiers to pay for more overseas combat conditions.

On the poitical front it may also mean that future UK "Aid" is really seen as military funding - again akin to Ollie Norths excursions into South America.

Please someone correct me if i'm wrong and I suspect I am, but isn't that like saying we are no longer going to paint the house magnolia, instead we are going to paint it almond white.

Was there a journalist there ready to make Dave look a little more caring. As one of his previous minister's (defence) up until the last cabinet reshuffle said on radio this lunchtime. "Not one Conservative has congratulated me on defence cuts, but multitudes have beratted me on foreign aid spending"
I think Dave might be playing a bit of 'watch your back'.

So then, what else is going on? Too much 'look at me, aren't I nice' for my liking, having said that I have just seen odious Balls crowing over the downgrading of the UK credit rating, and in comparison Osborne doesn't appear all that bad.
