It's what happens when you have a 'pause' in a capability (in this case FJ ops off a carrier) - the lived experience and 'collective memory' of previous lessons learnt disappears and lessons have to be learned all over again.

That and the constant restructuring with associated reductions in SQEP manpower, coupled with shortened careers as there realistically is no pension trap if you are savvy enough. Those who remain in and who do care enough aren't empowered properly.
