Tech charge

At my fist station a MT(Mec) did something wrong in the MTSS bay and the good old MTO said he would put him on a Tech charge.
The poor guy said to me "Thats the end of my promotion prospects."
How bad was for guys who did get said charge,and would you at least get
to JT or not?
