So why did they close down the old Sports Lottery?

Its been a while now since the old one closed under a cloud of shame and the new sports lottery is up and running (just) but the question remains...what actually happened

Stories circulated when the old one died a rather sudden death of it not being a truly fair deal for those who entered...can anyone actually shed any light on this...
