According to the MAP-01, Chapter 15.1.1, Para 3.1 which quotes:

2 Where it is suspected that the nature of the occurrence is attributable to a failureor weakness within a provider’s arrangements for quality.

3 Where there is a perceived quality shortfall in the provision of a service that maybe attributable to the supplier’s/provider’s arrangements for quality.

Hope this is of help, as the answer would appear to be yes.
