IRTC Grant and Tax

I've put the IRTC Grant through (as an advance) to pay for my re-settlement course, and as its paid through salary, have been taxed on it.

Is this right...? As it means I'm not ACTUALLY getting the full resettlement grant paid, and no doubt will be taxed on the remainder that is to be claimed...?
