It would depend on the circumstances. Also bear in mind, aspects of the selection process, e.g. the medical have a lifespan so you may end up having to redo those.

It may very well be. As I said, it depends on the circumstances. With courses that need to be filled up and plenty of candidates to fill them, be prepared to be questioned on your motivation to actually attend IOT sooner and why you aren't applying when your circumstances will allow. As I said, there are plenty of people waiting for IOT slots - why would they want to wait for you?
