Does anyone know if Dii emails on the personal mailbox side can be viewed through a civvy Internet connection?

No you cannot access your personal address over the internet, and you are not allowed to auto forward to a civvy email. Due to the complete blindness to auto forward. It doesn't know if it is forwarding a restricted email or an unclass one.
