You dont post a 'new post'. Go to the appropriate forum and create a new thread.

You can't actually post in new posts. New posts is what the forum software gathers and puts it into a database table for users to be able to click a NEW POSTS button instead of going round the forums looking for them one by one. Then, like weebl says, you post something then that post will appear in the new posts area.
