Even allowing for journalistic licence this seems a bit odd. It reads as if he has been moved out of the singly block to avoid a good kicking and been stuffed in a MQ until someone completes all the paperwork. I doubt the air ships actually will pick up the PSF section biro and sign him off surely in todays IT savvy world a few clicks of the mouse will sort the job.
