Hello KingGuin, hope you don't mind me PMing you but after your last post don't really want to be highlighting my situation on a thread as my 1st ro could be reading it. But i'm happy to spill if you would be kind enough to let me know where I stand from a 3rd persecptive.

whilst I cannot comment on the content of the SJAR (and certianly not without seeing it in context to the previous) I believe an MPAR to to compulsory - indeed so did SD who upheld the last Service Complaint I saw submitted on the same grounds. However I have never heard of such comment by a 2nd RO covering the lack of MPAR - lets face it, why make it compulsory then provide such an easy get out clause? My curiosity is aroused, I'll speak with a man who knows on Monday.

To kingGuin, you may recall approx 6 months ago I posted a thread entitled 'assessment time again' where I briefly mentioned about how I feel I had been unfairly wronged on my assessments.

Its seems I was right and regardless of my ability to produce evidence my 1st and 2nd RO still wrote me an unfavourable assessment resulting in a dev for promotion (this is the second assessment I have received where I have had dev for promotion and last year my 2nd RO was the same person). This year I filled in my SCS box with a structured comment on how I felt my assessment was not accurate. In return my 1st and 2nd RO wrote down my assessment further and then released my assessment. An Insert Slip was attached to this assessment because of a 4 month detachment that I completed to another RAF Station. This insert slip completley contradicts the 1st and 2nd RO's comments but of course the weight of the assessment is carried on the 1st and 2nd RO. On completion it was forwarded to the administrator as normal but then in addition to a career advisor. The career advisor took no further action.

One of the comments I mentioned on my SCS box was that I had not been given a 6 monthly assessment even though the MPAR box had been ticked and dated 19 Aug 2009. I have been told that the the JSP states that the MPAR is a mandatary requirement. On completion of my assessment I requested an independent review from the chief clerk at my new station (I was posted to RAF Marham in Jan this year).

The conclusion was that it was ok for an MPAR not to be given if the 2nd RO wrote in their box 'I am satisfied that the feedback he has admitted to being given in his SCS covers the omission of an MPAR.' So it seems that an MPAR is not a mandatory requirement.

As I have received two dev in a row for promotion I now feel that my career is over as I now have to wait a minimum of 3 years to rebuild my record but I only have 2 1/2 years left till my 12 year point when I am due out of the RAF.

I thank you for your support that you shown earlier in the year as at the time I did feel that I had nowhere to go for assistance with this. I am more than happy to talk about this assessment now that all has been concluded. Just thought I'd let you know about the Mpar as I thought this to be an abnormal situation and would be of interest to you. If you have any questions or would like to know more then please let me know I'm happy to disclose as I believe that you are a chief clerk yourself or of similiar position.

    Thanks again,

    Smokeyreid.

At the end of the day I have 2 1/2 years left, a bad assessment track record up against a promotion board that is mega competitive and about to be slowed down with kinloss personnel being moved, drawdown of Cottesmore etc.
I had a good chat with my new snec last week, my new management think i've been shat on as well/that i've upset someone but still trying to tell me I have a chance if I continue shining to them as I have been for the last 4 months, trying to talk me into signing on to my 15 bless em. Going to get an interview with the chief clerk when my assessment has been finalised and find out really where I stand in the bigger picture.
Thanks for the offer of help, I feel that my careers in the lap of the gods now. Guess i'll find out when I see the chief clerk.

Thanks kingguin, just got your message. As your probably aware SAC sjars had to be in for 1st march so said my piece in the subjects box last week and booted it off. It appears that the 1st RO hasn't even looked at it before sending it onto the 2nd RO for his comments.
Dunno if the subjects box will get me anywhere, probably won't as like you say its the suicide box. However I didn't slag anyone off, kept it short and accurate gaving factual points with examples, which apparently is what their looking for in sjars.

    Continued in next message........

These really are the milestones and other than hard work in between I have nothing else to support my SJAR. How do you think that sounds, just doing my job?
    S
Along with the fact that I wasn't given an MPAR I thought I was sailing ahead on the progession front. The factual evidence being the letter from the fairy snco which a copy was given to the 1st RO.

Shortly after that I was helping out on another aircraft and noticed a substantial structural beam missing on a jet with associated parts. I put in a MEMS and after chasing it up it was found that the beam had been missing for nearly 18 months and no one had noticed. Received a big thanks from the mangement including the SENGO but nothing more, no good show or anything like that and to be fair this has been mentioned in my sjar.

Later into the year i was involved in a MOD on a squadron aircraft. The team was 4 fairies and me representing the mech desk. I carried out all the mech work utilising nco's off the desk for oversig's etc so far as raising paperwork as far as poss without sigs, advising fairy SNO's about mech point of view and briefing overseeing other mech tradesman on the jet. The person who is my first RO specified that any work on that jet went through me so we had continuity of mech work. It was appreciated to the point that the fairy snco involved wrote me an absolutely fantastic letter about my input the the job from start to finish.

First 4 months of the year I was sent to marham to help out with a logistical push. Not only did I help out but I was sorting out complex problems that corporal level should have been doing helping to lift their workload. This was very much appreciated but as i was working for a BAE chain of command I was not given report for my sjar even though it was for a third of my reporting year. However one of the managers concerned did speak to the 1st RO and happy to report that he gave me a glowing reference.
