I have nothing but sympathy, because I am experiencing similar circumstances myself.
My next door neighbours teenage son is learning the Bass guitar and deems it necessary to have the damn thing so loud it makes ornaments shake.
I have spoken to his mum twice. The first time, it stopped straight away. The second time she tells me she doesn't want to be a 'grouchy' mum!
So next time I see him, I tells him what's occuring and he agrees to turn it down.
Wrong, he's right back to it. So did a bit of research and looked on the official government website regarding neighbours from hell, then found out who her landlord was and am doing all the good stuff about recording incidents until I can drop a bomb on their asses!
