So can my fellow Shineys help me out with this?

Someone has 15 days ALA which will automatically carry forward on 1 April but also has 5 days AA which he can't get in; will the additional 5 days AA carry forward in addition to the ALA or will he lose it, the JSP / BPGs offer little help?

No, it'll only carry forward ILA. Even if you get Chf Clk's approval to increase the amount, you'll need to deduct his 2013/14 AA and add 5 to his 2014/15 AA.
