No it doesn't. You're travelling to another country. You need a passport.

When posted to Cyprus where you had to pay well over the odds for a passport (twice the UK price) I was repeatedly told that my wife and I would have to pay for our own passports as we wern't on ops (both serving).

Now if you wanted to take my passport fine but you would have to pay for it and where are you going to store it?

The RAF do not have a right to take something from me that I have paid for, if I lose something I have paid for and the RAF insist on me going abroad then I am sure they can afford to have me get a short notice replacement, perhaps if they had showed more understanding earlier I would do the same.

Not true. Done it without a passport. Used a Nato Travel order and F1250 (MOD Form 90). No snags.

He's got you there Yoss. I recently found that it can be easier to travel to some countries on a Nato travel order than with a passport, the US anyway. I was able to bypass the queue at customs and got through without a bag search.

However, the theory is that the Nato Travel Order is only valid in Nato countries which means they are not a lot of use in Iraq or Afghanistan. The counter-argument is that we travel there and back by Service air but the RAFLO in Bosnia used to get very upset if people didn't have a passport just in case the gozome had to divert en route.
