Agree with you on that one he certainly does deserve the VC. The VC will only be awarded for actions in time of war. "Valour in the face of the enemy" was on the original citations and in the gazette report. The fact remains that the VC has never been awarded outside of an official(whatever that means) war zone.The only VCs to be awarded when the U.K. weren't at war were to 4 Australians during the Vietnam war.
Off Topic Done some digging and we were at war in the Falklands. Also found out that what is going on in Afghanistan is classed as an International war, wether this ties in woth the war on terror I'm not sure. Still trying to get a complete definition of what is classed as a war.Off TopicReally? then what about the 2 during the Falklands "crisis" IIRC it was never a war as no-one ever declared war.

The award does not have to be endorsed by the head of the respective branch. It used to have to be endorsed by the head of the army but this was stopped soemtime in the first half of the 20th century.
All this is going of thread however, L/Cpl Ruecker certainly deserves the ultimate accolade, but as has been said "officialy" we're not at war in Afghanistan, and the VC can only be awarded in times of war, crap rule but there you go.
